Se a resposta for algo como Connect failed, isso indica que sua rede está bloqueando essa porta, sendo necessário procurar o responsável pela sua rede ou o seu provedor de acesso para verificar a possibilidade de resolver esse problema.

Por padrão, o Telnet não é instalado com o Windows Vista, para instalá-lo, siga as instruções:
